Bringing a Pet Dog into China: Customs & Travel Requirements

Per the regulations of the General Administration of Customs of China, the following basic requirements must all be met to bring a pet into China:

Basic Requirements:

  • Species and Quantity: Only dogs or cats are permitted. Only one pet per person is allowed per entry.

  • Identification: The pet must be implanted with an ISO 11784/11785-compliant microchip that meets international standards.

  • Health Documentation: A valid official veterinary health certificate issued by the exporting country/region and a valid rabies vaccination certificate are required.

🌍 Key Factor Determining Quarantine: Origin

Whether your dog needs to undergo quarantine depends entirely on its point of origin. This must be verified before planning your trip.

Scenario 1: Originating from an Approved Country/Region (Generally Quarantine-Exempt)

If your pet comes from one of the 19 officially recognized countries or regions, it will normally be exempt from quarantine and cleared for entry immediately, provided the microchip is valid and on-site inspection passes:

New Zealand, Australia, Fiji, French Polynesia, Hawaii (USA), Guam (USA), Jamaica, Iceland, the United Kingdom, Ireland, Liechtenstein, Cyprus, Portugal, Sweden, Switzerland, Japan, Singapore, Hong Kong SAR, and Macao SAR.

Scenario 2: Originating from a Non-Approved Country/Region (Additional Testing Required for Exemption)

If your dog originates from any country outside the above list (e.g., mainland United States, Canada, or most continental European countries), an extra document is required to skip quarantine: a rabies antibody test report from a laboratory accepted by Chinese Customs, showing an antibody titer of $\ge 0.5\text{ IU/ml}$.

Important note: Blood sampling and lab testing for this report require a substantial amount of lead time. Without this report, your pet must enter China via a port equipped with designated quarantine facilities and undergo a mandatory 30-day quarantine period.

✈️ Airline Selection and Transport Options

After satisfying China’s entry rules, you will also need to arrange in-flight transport. Several Chinese airlines offer pet transport services, each with its own specific rules:

  • In-cabin travel: Selected carriers (such as Hainan Airlines and China Southern Airlines) allow small dogs in the passenger cabin, subject to strict size limits (the kennel must fit under the seat in front of you) and weight caps. Muzzles and pet absorbent pads are usually mandatory for the entire flight duration.

  • Cargo hold transport (Live Animal Compartment): This is the more common option. Pets travel in a pressurized, temperature-controlled, and ventilated hold. Many airlines suspend pet shipments during extreme weather conditions (typically below -12°C or above 30°C).

  • Application timeline: Pet transport slots are limited. Submit your application to the airline promptly after booking your flight, and confirm all required paperwork, including veterinary health certificates and airline pet transport application forms.

💡 Recommended Action Plan

  1. Confirm the origin: Check whether your dog is coming from an approved or non-approved country/region. This defines your entire preparation process.

  2. Plan your timeline carefully: For non-approved origins, leave ample time for rabies antibody bloodwork, lab processing, and result issuance. Additionally, the official export health certificate must usually be issued within 14 days prior to arrival in China — a tight window to manage.

  3. Confirm your port of entry: If your dog requires quarantine, you must land at a port with official quarantine facilities (e.g., Beijing Capital Airport, Shanghai Pudong/Hongqiao Airports, or Guangzhou Baiyun Airport). If your final destination is elsewhere in China, make domestic travel arrangements after the quarantine period is completed.

  4. Consider the purpose of your trip: If you are visiting China for a short stay (a few weeks), a mandatory 30-day quarantine may make bringing your dog impractical. In this case, reconsider whether to bring your pet or adjust your travel itinerary accordingly.

Bringing a dog into China is legally achievable, but it requires thorough, detailed advance planning. It cannot be done simply by purchasing an airline ticket. Start by confirming your dog’s country of origin, then prepare your documents tailored to that specific situation.
